OCTOBER MINUTES

CLEARWATER BOARD OF DIRECTORS MEETING

OCTOBER 18, 2008

 

 BOARD MEMBERS PRESENT: Nancy, Joe, Deb, Butch, Jim and Elaine.

TREASURER'S REPORT: Treasurer Fran was not in attendance but the proposed 2009 budget was presented. There was some reclassification of expenses but no major opposition to the $50 per household increase per year. New fence will be called landscaping not security.

ARC REPORT:  Concern about how to handle the parking of commercial vehicles. It is a violation of covenants but has not been enforced. There is legal concern that we are too late in enforcing exisitng  violators. Need clarification from attorney.Ongoing problems #121. However #171 has been corrected and also #69.

The ARC committee gives approval to the HOA for the removal of white fencing on Double Bridges Road and the removal of wooden curbs in Half Moon Bay

DRAINAGE: The Newport Village project is on the schedule for spring. Estimated cost $3240

LANDSCAPING: Tree committee of Gary, Mike, Butch and John K will tag trees for removal by Sussex Tree.

The contract for grass cutting is a two year contract so we will have same company in 2009.

Samples of fencing for the "Bethany Breeze" project were presented. One quote was for a heavy guage brown link at $7450, another was a lighter guage at $5763. A suggestion to install it now before freeze but have to check if appropriate to spend 2009 money in 2008.

COMMUNITY CENTER: Pool winterized and low heat on in bathrooms.

PONDS: A quote received from JCM environmental for pond maintenance after 2/09 when Envirotech expires. That quote would cut expense in half. Will negotiate with Envirotech  however as they do a good job.

OLD BUSINESS: Upcoming Board elections. Will replace three. Deadline for articles for the Current is Decemebr 13.

NEW BUSINESS:  Membership approval is not required for $50 increase in annual assessment as it is leas than 20 per cent. But should a policy be made to restrict how much Board can spend on individual projects.?

Recycling would add $4 per month per home to trash contract.

Board approved a no smoking policy at pool. 6-0.  Board approved 2009 budget. 6-0.
