SEMI-ANNUAL HOMEOWNERS ASSOCIATION MEETING

Board members present: Joe, Nancy, Deb, Tony, Crystal and Butch
Treasurer's Report-Fran: 2009 is under budget, and there should be no reason for any major increase in 2010. Only 4 homeowners are unpaid for 2009 and that too is less than expected.
DUCIOA-New Delaware State Law regulating activity of common interest communities, effective September 30, 2009. Gary spoke on his experience with new law, in another community, and how law will , among other things require reserve fund studies and reserve fund catch up if neccessay. Clearwater already has adequate reserves however. Bob C., a homeowner who is an attorney, spoke on his reading of the new law, especially as it relates to Half Moon Bay and North Hampton communities. Bob has provided input as to the Resale Certificate requirements.
Committee Reports:
Architechture- No applications this month. New meeting time is second Friday of month, 3pm at pool house.
Drainage- No current projects.
Landscaping- There were two bids for new contract; our existing grass contractor won the bid and will do all services. Basics of contract will be posted on website.
Pool- Recent projects in pump room are competed. Pool volunteers went very well this year; ALTHOUGH only 25 people participated in assessment rebate program.
Ponds- Envirotech will re (goose) string pond one. Service contract will continue through 2010; only chemical budget may change.
Trees- Committee will walk grounds and determine which common area trees, require maintenance and will also look at cutting back growth along Oceanside Parkway.
OLD BUSINESS:
Bethany Breeze/Meadows fence-Much heated discussion; some homeowners do not like it. Homeowners who would like to explore modifications or improvments to fence are welcome to start a committee.
NEW BUSINESS:
House numbers: Sussex county is to begin enforcing display of 911 ( 5 digit) addresses.
Elections- There will be four Board positions open in February.
Oceanview Annexation- Property owners to the east of Clearwater, at intersection of Double Bridges and Muddy Neck, are petitioning Ocean View for annexation. It was discussed that this would not be in best interest of Clearwater long term ( we do not want to be annexed) and there was a unnanimous vote of those present opposing this petition. Several Clearwater residents will attend Ocean View town council meeting.
Pool House addition- We have received on bid for project.
